Pacific Airport Services, Inc. (PAS)  began operations in 1991 led by two individuals, Robert Hudkins from Saipan and Todd Smith from Guam. Hudkins moved from Guam to Saipan to start PAS and Smith has been a successful business man in Guam for over 40 years. Hudkins is an operating executive with the company and served as President/CEO. Hudkins was a special Agent for the Federal Bureau of Investigation for 15 years. Prior to starting PAS he had been providing airline security and drug investigative services for the airlines on a consulting basis in Guam.  Robert Hudkins retired from the company in February 2024.

 

Leon Mattern is an operating executive and serves as the Vice President/Technical Operations.  Mattern became Vice President in charge of the maintenance and ramp/cargo division of PAS and the PAS Guam operations in 2013. He is a US Air Force retiree having completed 20 years of military service during which time he achieved the rate of E-8 or Senior Master Sergeant. Mattern joined Northwest Airlines (NWA) after retirement from the Air Force and was employed for 13 years. At the time of his retirement, he was the NWA maintenance area manager for Asia Pacific/India and was located in Guam. Upon retirement from NWA he joined PAS.  Over the years he worked alongside Hudkins and gained additional knowledge and expertise in the overall operations and management of the ground handling company. 

 

Todd Smith is a resident of Guam and served as the Vice President/Secretary-Treasurer of the company and acts as a business advisor to the company. Smith is a retired senior executive of the Deloitte Asia/Pacific Region and CEO/Chairman of the Deloitte operations in Guam, Saipan and the rest of Micronesia.  After his passing in 2019, Todd Smitth was succeeded by his two sons, Torgun and Troy Smith under the Smith’s Trust Fund.

 

The Board of Directors of PAS consists of Robert Hudkins, Leon Mattern, Torgun Smith and Marc Adler. Adler joined the Board in January 2020 as a non-executive outside member. He is the owner and principal of MGA Consulting engaged in financial, operational and regulatory consulting. He spent a number of years in the consulting department of Deloitte. Prior to establishing MGA Consulting he was the Senior Vice President and Chief Operating Officer of Aviation Concepts, Inc. where he gained significant experience in the general aviation and airline industry.

PAS Expanded Services

Our services initially were limited to passenger screening and aircraft cleaning and expanded in 2003 to include aircraft maintenance and in 2005 to include passenger service for NWA/Delta. In 2010 we expanded our maintenance services to Guam. Since then, we have served various airlines including Delta, JAL, Air Busan and others. The Guam operations have expanded to include full ground handling services in late 2021. During our years of service, we have demonstrated ability to perform high quality service that exceeds expectations. Our high quality was instrumental in expanding our services to full ground handling for Delta in Saipan and Palau. We served NWA/Delta for 27 years until their discontinuance of service to Saipan, Guam and Palau in 2018. Over the years PAS has received numerous awards and accolades for our services including being chosen by Delta as the number one ground handler in Asia. We were also awarded UAS Ground Handler of the Year for Asia in 2016 by UAS International Trip Support. We continue our dedication to high quality service and are willing to rise to any occasion to properly serve our customer. PAS has a skilled, well trained and hardworking group of employees. We will continue our dedication to making sure our staff members are trained at the highest level to exceed expectations.

 

Full ground handled has been provided to Northwest/Delta Airlines, Fly Guam, Oren Airlines, Sichuan Airlines, Skymark Airlines, Xtra Airways, Dynamic Airways, Starlux Airlines

 

Maintenance has Released for Flight aircraft for Northwest/Delta Airline, Hong Kong Airlines, Hong Kong Express.  Maintenance assistance for Japan Airlines, Jet Star, China Airlines, Cape Air, Uzbekistan, Cathy Pacific and accomplishing ‘A’ check services for some airlines. Additionally, we provide handling services for Private Jets in Saipan and Guam along with AOG services for tech stop aircraft.

 

  • Currently, PAS Saipan provides Aircraft Security, Escort and Maintenance services.
  • PAS Guam provides full Ground Handling and Aircraft Maintenance Services. 
  • PAS Palau provides Aircraft Maintenance Services.
  • PAS is a certified Part 145 repair station certified in Saipan and Guam for line maintenance.
